In the small town of Garrison, New Jersey, the big city cops, led by Lt. Ray Donlan (Keitel) found a perfect place to plant their roots. The local sheriff Freddy Heflin (Stallone) has no power and just close his eyes for all cop's illegal activities. After an incident with Donlan's nephew (Rapaport), Internal Affairs investigator Lt. Moe Tilden (De Niro) arrives in town to investigate Ray. That's when the sheriff starts to do his job for the first time, trying to show everybody that no one is above the law.
